If Rishi Sunak cancels work on HS2’s northern section as expected, it will vindicate one of his advisers, Andrew Gilligan, who has campaigned against the scheme for more than a decade.
While Downing Street officials say all policy decisions in Sunak’s government come from the Prime Minister himself, former journalist Gilligan is a lurking figure in the background for HS2 supporters.
“There’s nothing I can say about Andrew Gilligan that’s unpublishable,” said a former HS2 executive.
